Nigeria Clarifies UK Migration Deal: No Obligation to Accept Foreigners

The Nigerian Presidency has addressed confusion surrounding the recent migration agreement signed with the United Kingdom during President Bola Tinubu’s state visit. Officials emphasised that the deal does not require Nigeria to admit foreign nationals.

The agreement, formalised through a 12-page Memorandum of Understanding (MoU), is aimed at enhancing cooperation on migration management and combating irregular migration between the two countries.

Signed by Nigeria’s Minister of Interior and the UK Home Secretary, the MoU sets clear procedures for the repatriation of citizens, ensuring that only verified nationals are returned and errors are corrected at the cost of the requesting country.


Returnees are guaranteed treatment with dignity, protection of human rights, and access to reintegration support. This includes airport reception, accommodation, onward transportation, mental health support, and opportunities for education or entrepreneurship.


The Presidency clarified that Nigeria retains exclusive authority over issuing documentation for repatriated citizens, including travel documents, ensuring full control over their legal return.

The agreement follows a precedent set by similar MoUs signed in 2012, 2017, and 2022. It has an initial five-year validity, with the option to extend for another five years.

Officials warned against misinformation in media reports, stressing that accurate coverage is crucial to public understanding of the agreement and its scope, which prioritises regulated migration while protecting citizens’ rights.
