Advocate Seeks Urgent Reform of Nigeria’s Consular Services

A legal practitioner and public policy advocate, Rotimi Victor Rhodes-Vivour, has urged a comprehensive overhaul of Nigeria’s consular operations abroad, citing persistent complaints from citizens over inefficiency and poor service delivery.
He expressed concern that many Nigerians seeking assistance at embassies and consulates continue to face prolonged delays, inadequate communication and unsatisfactory treatment. According to him, essential services such as passport renewal, visa processing, registration of births and marriages, as well as emergency support, are often slowed by administrative bottlenecks.
Rhodes-Vivour noted that although some individuals have reported positive experiences, particularly in emergency situations, the volume of grievances surrounding slow document processing and lack of transparency remains significant. He described delays in passport issuance as a recurring challenge that disrupts travel plans and affects employment opportunities for Nigerians living overseas.
Currently enrolled in a Public Leadership Credential programme at the Harvard John F. Kennedy School of Government, he warned that continued inefficiencies could erode public trust and weaken Nigeria’s global standing.
To address the situation, he proposed adopting a behavioural reform strategy known as a “nudge” approach. The method, he explained, would encourage improved performance without relying solely on strict enforcement mechanisms. Central to the proposal is the public display of clear service timelines for passport renewals and document verification across embassy notice boards, official websites and appointment confirmation communications.
He also recommended introducing daily performance dashboards for consular staff, outlining processing targets and deadlines. According to him, greater visibility of service standards would foster accountability, improve workflow organisation and reduce unnecessary repeat visits by applicants.
Rhodes-Vivour maintained that efficient consular services are fundamental to the mandate of Nigeria’s foreign missions. Strengthening transparency and customer engagement, he added, would not only improve user experience but also reinforce Nigeria’s credibility among host nations and international partners.
