Nigerian Students With Valid F1 and J1 Visas Remain Unaffected by US Visa Restrictions

The United States Mission in Nigeria has clarified that Nigerian students and exchange visitors holding valid F1 and J1 visas are not impacted by the partial visa restrictions outlined in Presidential Proclamation 10998.
The mission confirmed on social media that current visa holders can continue their studies and research activities at American institutions without interruption. F1 and J1 visas are designated for foreign students and exchange program participants.
The update follows the U.S. announcement earlier this year that certain visa categories for Nigerian nationals would face partial suspension starting January 1, 2026, as part of broader national security measures.
The restrictions affect nonimmigrant B-1/B-2 visitor visas, as well as F, M, and J student and exchange visas, but only apply to individuals outside the United States who do not hold a valid visa at the time of the proclamation.
Exceptions exist for specific categories, including Special Immigrant Visas, participants in major international sporting events, dual nationals with passports from unaffected countries, and those facing persecution as ethnic or religious minorities.
In addition, the U.S. introduced a refundable visa bond of up to $15,000 for citizens of 38 countries, including Nigeria, intended to ensure compliance with visa conditions. The bond is determined during the visa interview and is collected through the Department of the Treasury’s online platform.
Authorities emphasize that the measure aims to improve adherence to visa regulations and does not affect students or exchange visitors who already hold valid F1 and J1 visas.
