Lagos Signs MoU With IPPP Hong Kong to Strengthen Public-Private Partnerships

The Lagos State Government has signed a two-year Memorandum of Understanding (MoU) with the Institution of Public-Private Partnerships Hong Kong (IPPP HK) to deepen institutional cooperation and strengthen public-private partnership frameworks.



The agreement was executed by the Lagos State Office of Public-Private Partnerships (OPPP) at the Hong Kong Convention and Exhibition Centre during the 19th Asian Financial Forum held between January 26 and 27, 2026. The forum was convened by the Hong Kong Trade Development Council (HKTDC).

According to a statement signed by the Special Adviser to the Governor on PPP, Mrs Bukola Odoe, the MoU provides a structured platform for collaboration between Lagos State and stakeholders within the Hong Kong Special Administrative Region.

The partnership is expected to enhance technical cooperation, facilitate knowledge exchange, and improve access to global best practices, networks, and investment-aligned partnerships in support of Lagos State’s THEMES Plus Agenda.



The Lagos delegation, led by Mrs Odoe, participated in the forum as part of a broader United States delegation coordinated by the Silicon Valley Prop Tech Association. The IPPP HK delegation was led by its Chairman, Mr Francis Sootoo, while the HKTDC was represented by Mr Lawrence Chiu.
