Lagos PHCB Onboards New Health Workers Under HOPE–PHC Project

The Lagos State Primary Health Care Board (LSPHCB) has commenced a comprehensive onboarding programme for newly recruited health workers under the Human Capital Opportunity for Prosperity and Equity – Primary Healthcare (HOPE–PHC) Project. The initiative underscores the Lagos State Government’s resolve to strengthen primary healthcare delivery across the state.


The onboarding exercise, which began on February 13, 2026, at the Lagos Chamber of Commerce and Industry Hall in Alausa, Ikeja, brought together healthcare personnel deployed to various Primary Health Care Centres statewide. The programme is scheduled to conclude on February 16, 2026, following a series of orientation and capacity-building sessions.

In his opening address, the Permanent Secretary of the Board, Dr. Ibrahim Akinwunmi Mustafa, stated that the recruitment and structured orientation of competent health workers are critical to achieving universal health coverage in Lagos. He explained that the HOPE–PHC Project is designed to promote human capital development, enhance healthcare infrastructure, and ensure the delivery of quality services at the grassroots level.

Dr. Mustafa emphasised the importance of professionalism, integrity, and dedication in public service, charging the new recruits to uphold high ethical standards and demonstrate compassion in patient care. He reminded them that as frontline healthcare providers, they represent both the Lagos State Government and the State Civil Service in their daily engagements with residents.


The onboarding sessions featured briefings on the structure and mandate of the LSPHCB, Public Service Rules, professional ethics, and workplace conduct. The initiative marks a significant milestone in boosting the operational capacity of primary healthcare facilities and reinforces the state’s commitment to building a resilient, efficient, and people-centred healthcare system.
