Lagos Kicks Off 2026 Capacity Building Programs With Training on Budgetary, Budget Expenditure Management

The Lagos State Government has officially commenced its 2026 capacity-building calendar, prioritizing financial discipline and strategic planning within the civil service. The inaugural program, titled “Budgetary and Public Expenditure Management,” kicked off at the Lagos Chamber of Commerce and Industry (LCCI). It specifically targets officers in the Planning and Statistics Cadre, who are instrumental in shaping the state's fiscal future.

Mrs. Olubusola Abidakun, the Permanent Secretary of the Ministry of Establishments and Training, declared the session open through her representative, Director of Training Mrs. Modupe Animashaun. Abidakun explained that the Planning and Statistics Cadre was chosen to lead the year’s training because of their pivotal role in resource allocation. In an era of evolving economic demands, the state aims to ensure its primary planners are equipped with the latest tools for effective governance.
The curriculum of the program is designed to bridge the gap between theoretical budgeting and practical implementation. Participants are being immersed in modules that cover best practices in public expenditure, ensuring that every naira allocated is managed with high levels of transparency and efficiency. This move is part of a broader strategy to modernize the public service and align its operations with international financial standards.
Over 100 management-level officers are currently attending the workshop, which facilitates a high level of peer-to-peer interaction and expert-led discussion. Mrs. Abidakun urged the attendees to maximize the opportunity by drawing on the deep expertise of the facilitators. She noted that the knowledge gained would ripple through various Ministries, Departments, and Agencies (MDAs), ultimately leading to better service delivery for the residents of Lagos.

As the program concludes tomorrow, the Ministry of Establishments and Training has signaled that this is only the beginning of a year-long commitment to professional development. By investing in the human capital of the civil service, the government is reinforcing its readiness to manage the state's complex infrastructure and social projects. This proactive approach to training underscores the "Greater Lagos Rising" mantra, focusing on a more efficient and accountable government workforce.
