Kenya Government Rolls Out Integrated Diaspora System on eCitizen Platform

The Kenyan government has launched an integrated digital platform aimed at improving service delivery for citizens living abroad. The new Diaspora Integrated Information Management System (DIIMS) has been onboarded onto the eCitizen portal, centralising key services under one online platform.
In a notice issued on February 24 by the Consulate General of Kenya in Dubai, the State Department for Diaspora Affairs confirmed that core diaspora services are now accessible digitally. The move is designed to streamline engagement between the government and Kenyans residing overseas.
Services available on the platform include diaspora registration, registration of diaspora associations, reporting of missing persons and deaths, requests for assistance from distressed individuals, and crisis mapping. Authorities say the system is structured to enhance faster response and accountability.
The initiative is expected to address persistent complaints from Kenyans in the Middle East, particularly domestic workers who have reported cases of abuse, exploitation, and harsh working conditions. Through the platform, affected individuals can lodge distress alerts directly for intervention.
The government has also operationalised a 24-hour diaspora response centre to handle emergencies such as medical crises, detention cases, and loss of travel documents. Officials say the hotline and digital reporting tools are meant to eliminate delays previously experienced at embassies.
In addition, the administration is promoting safer labour migration through the Kazi Majuu programme, which seeks to facilitate legal employment opportunities in countries including Germany, Saudi Arabia, Qatar, and the United Kingdom. The initiative also aims to expand access to skilled jobs beyond domestic and casual work.
To support outbound workers, financing of up to KSh 300,000 is available through the Youth Enterprise Development Fund and the Uwezo Fund to cover travel, visa, and training expenses. The government maintains that the integrated system will strengthen oversight, improve responsiveness, and provide structured support to Kenyans in the diaspora.
