Tinubu Removes Maryam Sanda, Others Convicted of Violent Crimes from Presidential Pardon List

President Bola Ahmed Tinubu has withdrawn the names of Maryam Sanda and several other convicts accused of murder, kidnapping, and related violent offences from the recently approved presidential pardon list.

The decision follows widespread public backlash after the initial list released earlier this month included individuals convicted of grave crimes.


In a statement issued on Wednesday by the Special Adviser to the President on Information and Strategy, Bayo Onanuga, Tinubu confirmed that he had signed the revised instruments of release and directed a full review of the earlier clemency approvals in consultation with the Council of State.

According to the Presidency, individuals convicted of offences such as murder, drug trafficking, human trafficking, fraud, and unlawful possession of firearms have been deleted from the pardon list. Others whose names remain on the list had their death sentences commuted to life imprisonment rather than being set free.



“This action became necessary in view of the seriousness and security implications of some of the offences, the need to be sensitive to victims’ families and society, and to preserve confidence in the justice system,” the statement read.

The revised list has been forwarded to the Nigerian Correctional Service for implementation. It includes those granted clemency, commutation of sentences, and a few posthumous pardons. Among the notable beneficiaries are the late Major General Mamman Jiya Vatsa, environmental activist Ken Saro-Wiwa, and members of the Ogoni Nine.

Meanwhile, President Tinubu has ordered the relocation of the Secretariat of the Presidential Advisory Committee on the Prerogative of Mercy from the Ministry of Special Duties to the Federal Ministry of Justice. The Attorney-General of the Federation has also been directed to issue clear operational guidelines to ensure future pardons comply strictly with legal and procedural standards.


Sanda was convicted in 2020 by the Federal Capital Territory High Court for the murder of her husband, Bilyaminu Bello, son of former PDP National Chairman, Haliru Bello. Her case, which attracted national attention, remains under appeal.


The presidency said the review demonstrates Tinubu’s commitment to justice reform, transparency, and public accountability in the exercise of executive powers.
