Senate Calls for Return to Priority-Based Budgeting, Criticizes Envelope System

The Nigerian Senate has called on the Federal Government to revert to a priority-based budgeting framework, arguing that the current envelope budgeting system has failed to deliver effective fiscal outcomes. Lawmakers expressed concerns that the envelope approach limits flexibility and does not adequately reflect national development priorities.


During plenary discussions, senators contended that the envelope system often results in arbitrary allocation ceilings for ministries and agencies, regardless of strategic needs or performance benchmarks. They argued that this practice has contributed to inefficiencies, project duplication, and underfunded critical sectors.

Advocates of the priority-based model maintained that national budgeting should be anchored on clearly defined development goals, with resources allocated according to measurable impact and urgency. They emphasized that infrastructure, security, healthcare, and education require targeted funding strategies rather than uniform distribution formulas.

The Senate further urged the Ministry of Finance and relevant fiscal authorities to engage lawmakers early in the budgeting process to ensure alignment with legislative oversight objectives. Greater transparency and accountability mechanisms were also recommended to improve budget implementation rates.



The debate highlights growing concerns about public finance management and fiscal discipline, particularly at a time when Nigeria faces revenue constraints and increasing debt obligations. The proposed shift may shape future budget reforms and strengthen performance-driven governance.
