Russia Leads as Top Source of Armenian Repatriates in 2025, Diaspora Commissioner Confirms

Armenia maintained a stable flow of returning citizens in 2025, with the majority arriving from Russia, Zareh Sinanyan, High Commissioner for Diaspora Affairs, reported. While global tensions limited mass migrations, the overall repatriation trend remained consistent with previous years.
“The most significant increase in repatriation occurred in 2022–2023 due to the Russia–Ukraine conflict. Last year, most returnees came from Russia, reflecting geographic proximity and historical connections,” Sinanyan said. He added that other notable sources included Syria, Lebanon, and Iran, with smaller groups arriving from the U.S., Argentina, and Australia.
The Office of the High Commissioner for Diaspora Affairs continues to expand its Repatriation and Integration Center, focusing on tailored programs for newcomers. These include assistance with official documentation, guidance for school and kindergarten enrollment, and Armenian language training.
In addition, the programs aim to help returnees navigate Armenia’s job market, enabling them to settle quickly and contribute effectively to the local economy. Sinanyan noted that these measures are part of a long-term strategy to encourage more Armenians abroad to return.
Addressing Armenia’s demographic challenges remains a key priority. “Scaling up repatriation is essential to strengthen our population. This requires careful planning and allocation of resources,” the commissioner said, emphasizing the importance of national stability in enabling broader return initiatives.
Officials also highlighted the role of diaspora communities in supporting integration efforts. By maintaining strong connections with Armenians abroad, the government seeks to create a more coordinated approach to repatriation and to encourage professional and cultural exchanges.
Looking ahead, the High Commissioner’s Office plans to further enhance services for repatriates, aiming to simplify the relocation process and foster long-term engagement with Armenia’s growing diaspora population. These initiatives reflect the government’s commitment to both demographic resilience and national development.
