Lagos Reaffirms Transparency in Procurement, Aligns with Nigeria Tax Act 2025

The Lagos State Government has reiterated its commitment to transparent, efficient, and accountable procurement practices as it begins aligning its systems with the provisions of the newly enacted Nigeria Tax Act 2025. The government said the reform marks a new phase in fiscal governance and public accountability within the state.

Speaking at the 2025 Lagos State Public Procurement Summit held on Wednesday at the Adeyemi Bero Auditorium, Alausa, Ikeja, the Commissioner for Finance and Chairman of the Governing Board of the Lagos State Public Procurement Agency, Mr. Abayomi Oluyomi, said the new tax framework would significantly redefine how public institutions and vendors conduct business across Lagos State.

Oluyomi explained that the theme of the summit, “Understanding the Impact of the New Tax Law on the Procurement of Goods, Works, and Services,” reflected Governor Babajide Sanwo-Olu’s administration’s continuous drive to strengthen transparency, accountability, and efficiency in public financial management.

He added that the new tax regime introduces enhanced vendor due diligence, e-invoicing systems for digital compliance, and closer coordination between procurement and finance departments across ministries, departments, and agencies measures designed to streamline operations and ensure fiscal responsibility.

According to him, mastering these reforms will help prevent procurement delays, improve contract pricing accuracy, and secure long-term financial sustainability in the public sector, especially as Lagos transitions into a fully digital governance framework.


“Through the digitalisation of procurement processes, continuous stakeholder engagement, and strict enforcement of compliance, we are building a system that promotes integrity, efficiency, and competitiveness,” said Fatai Onafowote, the Director-General of the Lagos State Public Procurement Agency.
“This summit is another step forward in aligning our procurement practices with evolving fiscal and tax realities ensuring that Lagos continues to set the pace in governance and public financial management,” he added.

Also speaking, the Chairman of the Lagos State House Committee on Procurement, Hon. Samuel Apata, pledged the Assembly’s continued legislative backing for reforms that reinforce transparency and accountability. Meanwhile, the Forum of Directors-General of Public Procurement Agencies urged that the new tax reforms be implemented in a balanced way to strengthen rather than disrupt procurement processes nationwide.
