Japan Introduces Stricter Student Visa Process With Expanded Documentation Requirements

The Japanese government has tightened its student visa procedures, introducing a more rigorous application process for international students seeking admission into schools and universities across the country.
Under the revised framework, applicants are now expected to complete several mandatory stages before they can legally study in Japan. These include securing admission into an approved institution, obtaining a Certificate of Eligibility, applying for a visa through a Japanese embassy or consulate, and registering as residents after arrival.
Prospective students are also being asked to provide extensive financial records as part of the application procedure. Authorities require proof that applicants can adequately fund their education and living expenses while in Japan. Documents commonly requested include bank statements, income records, and sponsorship evidence.
Following the issuance of the COE, students must submit visa applications alongside supporting materials such as passports, completed forms, photographs, and additional documentation requested by embassy officials. Immigration officers may also request these documents again upon entry into Japan.
International students staying beyond three months will receive a residence card at designated airports including Narita, Haneda, Kansai, and Fukuoka. New residents are further required to register their addresses at local municipal offices within two weeks of arrival.
Foreign students will also be enrolled into Japan’s “My Number” identification system, a 12-digit resident identification programme used for taxation, banking, employment, and other government-related services.
For students travelling only to sit entrance examinations, Japanese authorities said a Temporary Visitor visa remains compulsory. Applicants in this category must present an official examination slip from the institution where they intend to take the test.
The updated requirements highlight Japan’s increasingly structured approach to international student migration, with greater emphasis placed on financial verification, immigration compliance, and post-arrival monitoring.
