Indian Diaspora Key to India’s Global Rise, But Dual Citizenship Remains Complex: Ram Madhav

The Indian diaspora remains a crucial driver of India’s international influence, but issues such as dual citizenship and voting rights for non-resident Indians (NRIs) are complicated by constitutional, geopolitical, and security considerations, senior BJP leader Ram Madhav said at a Washington event.
Speaking at a session hosted by the Overseas Friends of BJP (OFBJP), Madhav emphasized the strong emotional and professional connection Indians abroad maintain with their homeland. “Your expertise may be deployed globally, but your heart remains in Bharat,” he told an audience that included US citizens and permanent residents of Indian origin.
Madhav addressed questions on why India has not introduced dual citizenship or extended voting rights to NRIs, describing the matter as far more intricate than it appears. He cited regional disputes, international relations, and potential national security concerns as factors requiring careful consideration.
Instead, Madhav noted, the Indian government has expanded benefits through the Overseas Citizen of India (OCI) program, which allows access to property, business, and residency rights short of full citizenship. He added that the government remains open to considering additional measures for the diaspora in the future.
On concerns about illegal immigration and undocumented entries, Madhav said the government is taking quiet but decisive action. “We act more than we announce. Certain matters must be handled carefully and responsibly,” he added, highlighting the administration’s focus on measured implementation rather than public grandstanding.
Madhav also underscored India’s commitment to a restrained foreign policy, stressing that assertiveness should not turn into aggression. He pointed out that India’s independent diplomatic stance has gained international recognition, with over 40 countries reportedly following India’s neutral positions on major global issues.
Highlighting the diaspora’s influence, he said Indian Americans play a pivotal role in strengthening India-US relations, with the community now exceeding four million members. “Engaging our diaspora is central to India’s growth and global standing,” Madhav said, reaffirming the government’s ongoing outreach through investment programs, OCI initiatives, and political engagement.
