Kosovo Diaspora to Vote at Embassies and by Mail in December 28 Elections

Kosovo will hold snap parliamentary elections on December 28, 2025, allowing citizens living abroad to vote both in person at embassies and through mail-in ballots. This initiative ensures that the diaspora can actively participate in shaping the country’s political future.
Registration for eligible overseas voters began on November 26 and will close on December 6. The Central Election Commission (CEC) has urged citizens abroad to complete registration promptly to avoid last-minute complications.
Valmir Elezi, spokesperson for the CEC, explained that diaspora voters have two options: cast their votes physically at diplomatic missions or submit their ballots by mail, providing flexibility for citizens in different regions.
The commission stressed that postal ballots must be sent directly to the official CEC mailbox. Ballots sent to embassies or consulates risk rejection if they do not meet procedural requirements.
Earlier this year, more than 104,000 Kosovo citizens living abroad registered to vote, with an estimated turnout of around 80 percent. Observers noted that some ballots were rejected due to errors such as missing postmarks or mismatched voting methods.
The December 28 elections represent a critical moment for Kosovo’s diaspora, giving citizens abroad a direct opportunity to influence parliamentary outcomes and play a vital role in the country’s democratic process.
