Croatia Unveils €2 Million Initiative to Attract Diaspora Back Home

The Croatian government has introduced a €2 million funding programme aimed at encouraging citizens living abroad to return and reintegrate into the country.
Announced by the Ministry of Demography and Immigration, the initiative includes two grant calls targeting projects that support relocation and integration efforts for Croatians in the diaspora. The application window is open until April 20, with local governments and civil society organisations eligible to apply.
Out of the total funding, €1.3 million has been earmarked for municipalities, cities and regional authorities. County-level projects will receive €400,000, while €900,000 is allocated to cities and municipalities to develop programmes that improve living conditions for returnees.
The scheme will fund housing support, employment initiatives targeting skilled professionals, and improvements in education and research infrastructure. It also includes language training programmes for adults and children returning from abroad.
Authorities are placing emphasis on easing social adjustment, particularly for younger returnees, through psychosocial support and school integration programmes.
An additional €700,000 has been reserved for civil society organisations, including associations and religious institutions, to implement projects that promote diaspora engagement and reintegration.
These grants, ranging between €4,000 and €30,000, will support networking initiatives, cultural and sporting events, youth exchange programmes, and awareness campaigns related to relocation.
The programme forms part of Croatia’s broader effort to strengthen ties with its global community and encourage skilled nationals and their descendants to contribute to national development.
