Chinese Government Pledges Support for Nigeria’s Port Modernisation, Automation Project

The government of the People’s Republic of China has pledged robust technical and diplomatic support for Nigeria’s drive to modernise and automate operations at its seaports, signalling a deepening partnership in the maritime sector.

The commitment was made on Monday, November 24, 2025, by China’s Vice Minister of Transport, Mr Li Yang, during a bilateral meeting with Nigeria’s Minister of Marine and Blue Economy, Dr Adegboyega Oyetola, held on the sidelines of maritime engagements in London.

Mr Li commended President Bola Ahmed Tinubu for creating a dedicated Ministry of Marine and Blue Economy and highlighted China’s experience operating 52 fully automated ports, saying the country has the capacity and technology to support Nigeria’s transition from manual systems to a fully digitalised port environment.

He explained that China’s automated ports deliver faster vessel turnaround, improved trade efficiency, enhanced security through smart surveillance and reduced human error, and said Nigeria could adapt these systems cargo-handling automation, digital gate systems, electronic customs processes and advanced maritime communications to unlock competitiveness.

In addition to technical assistance, Mr Li announced China’s readiness to offer maritime scholarships, specialised training programmes, and capacity-building opportunities for young Nigerians, and disclosed that a draft Memorandum of Understanding to deepen bilateral maritime cooperation is being prepared.


“China values its longstanding partnership with Nigeria and stands ready to assist in deploying smart port infrastructure, cargo-handling automation and digital customs systems tailored to Nigeria’s needs,” Mr Li said.
“We also seek to deepen cooperation on maritime safety, shipbuilding, seafarer training, inland waterways development and support to combat Illegal, Unreported and Unregulated fishing through modern monitoring technologies and joint enforcement initiatives,” Dr Oyetola added.

The meeting ended with both sides pledging to finalise the MoU, strengthen maritime ties, advance technical cooperation and work together to modernise Nigeria’s port operations, boost the blue economy and enhance regional maritime security.
