Canada Suspends Business Immigration Programs Ahead of 2026 Pilot

Canada is set to pause key business immigration programs, including the Start-Up Visa (SUV) and Self-Employed Persons pathways, as it prepares to introduce a new pilot program for immigrant entrepreneurs in 2026. The suspension aims to streamline operations and address program backlogs.

Effective December 31, 2025, Immigration, Refugees and Citizenship Canada (IRCC) will stop accepting new SUV applications. Exceptions are made for applicants who have already secured valid commitments from designated organizations in 2025, provided they submit their applications by June 30, 2026.

The optional work permit for SUV applicants is also affected, with the pause applying to all new submissions except for individuals already in Canada seeking to extend existing SUV work permits.


The Self-Employed Persons Program has been on hold since April 30, 2024, and the suspension will continue as the government develops the upcoming pilot initiative.


Authorities noted that the SUV program has faced criticism over long processing times, with some entrepreneurs waiting up to ten years to secure permanent residency. The pause is expected to alleviate this backlog.

According to government officials, the adjustments align with Canada’s Talent Attraction Strategy, outlined in the latest Immigration Levels Plan. The changes are designed to better manage applications and target high-potential business immigrants.

IRCC said that details of the new pilot program will be released in 2026. The pilot aims to attract innovative entrepreneurs and support economic growth through targeted immigration pathways.

Business and immigration experts view the move as a necessary step to modernize Canada’s entrepreneur-focused programs. Stakeholders are awaiting more information on eligibility, timelines, and potential benefits under the new initiative.
