Azerbaijan, Mexico Deepen Ties with New Diaspora Cooperation Agreement

The governments of Azerbaijan and Mexico have formalised a new partnership aimed at strengthening collaboration on diaspora engagement and support for citizens living abroad.

The agreement was reached during an official visit to Mexico by Fuad Muradov, who leads Azerbaijan’s State Committee on Work with Diaspora. His visit focused on expanding bilateral ties and exploring joint initiatives related to diaspora development.


As part of his engagements, Muradov held talks with Tatiana Clouthier, head of the Institute for Mexicans Living Abroad under Mexico’s foreign ministry. Discussions centred on how both countries manage relations with their citizens overseas, with emphasis on policy coordination and shared priorities.

Officials highlighted Azerbaijan’s growing diaspora network, noting the establishment of cultural centres and educational programmes across multiple countries. These initiatives, according to Muradov, have helped strengthen national identity among Azerbaijanis abroad while improving their integration into host societies.


Mexican authorities also outlined their extensive diaspora efforts, particularly in the United States, where millions of Mexican nationals reside. Clouthier stressed the importance of protecting migrants’ rights, supporting entrepreneurship, and ensuring access to education for children living outside Mexico.

The visit included symbolic activities, such as a tribute to Heydar Aliyev, as well as a stop at a cultural site in Mexico City that represents the friendship between both nations.

The key outcome of the trip was the signing of a memorandum of understanding between the two countries. The agreement establishes a framework for regular consultations, knowledge exchange, and joint programmes designed to benefit diaspora communities.


Officials say the deal will enhance institutional cooperation and create new opportunities for both countries to coordinate their diaspora policies more effectively. It is also expected to contribute to broader diplomatic and cultural relations between Azerbaijan and Mexico.
