Lagos Intensifies Enforcement of Mandatory Health Insurance

The Lagos State Health Management Agency (LASHMA) has intensified enforcement of the state’s Executive Order on Mandatory Social Health Insurance, rallying district health leaders to ensure full compliance at the primary healthcare level.

At a strategic engagement in Ikeja, Permanent Secretary Dr. Emmanuella Zamba described the meeting as a coordinated effort to accelerate implementation of the health insurance mandate, particularly within Primary Healthcare Centres (PHCs) that serve as the first point of contact for residents.
She reminded stakeholders that Governor Babajide Olusola Sanwo-Olu signed the Executive Order on July 16, 2024, mandating health insurance coverage for all residents. She clarified that patients without ILERA EKO enrolment must not be denied care, as facilities are required to facilitate immediate registration.
Dr. Monsurat Adeleke, Permanent Secretary of Lagos Health District III, urged leaders to act as ambassadors of the scheme, warning that out-of-pocket medical expenses remain a significant burden on households. She called for wider policy circulation and stronger public engagement.

LASHMA officials further emphasised that emergency cases must be stabilised before administrative procedures. Health authorities maintained that effective grassroots implementation is critical to achieving Universal Health Coverage in Lagos State.
